In the United States April is Sexual Assault Awareness Month (SAAM). The goal of SAAM is to raise public awareness about sexual violence and to educate communities on how to prevent it.
Sexual Assault can happen to anyone, anywhere. It is not biased by gender, race, religion, sexual orientation or any other combination thereof. It’s about power.
The Sexual Assault Prevention & Response Program serves as the single point of contact to facilitate victim support services, promote sexual assault training and awareness, and provide policy and program assistance to commands located aboard Marine Corps Logistics Base Barstow.
The objective of the installation’s Sexual Assault Prevention and Response Program is too specifically enhance and improve:
- Prevention through training and education programs
- Treatment and support of victims
- System accountability
Program eligibility is for all Active Duty members of the Armed Forces and their family members over the age of 18. However, referrals will be provided to Civilians seeking services.

Sexual Assault
Sexual Assault is defined as intentional sexual contact, characterized by the use of force, threats, intimidation, abuse of authority, or when the victim does not or cannot consent. Sexual assault includes rape, forcible sodomy, unwanted sexual contact, attempts to commit any of the listed acts.
CONSENT
- Consent is a freely given agreement to the conduct at issue by a competent person.
- An expression of lack of consent through words or conduct means there is no consent.
- Lack of verbal or physical resistance or submission resulting from the use of force, threat of force, or placing another person in fear does not constitute consent.
- A sleeping, unconscious, or incompetent person cannot consent.
- A current or previous dating or social or sexual relationship by itself or the manner of dress of the person involved with the accused in the conduct at issue shall not constitute consent.
Reporting Options: Restricted and Unrestricted
The restricted reporting option allows those who have been sexually assaulted to confidentially disclose the assault to certain individuals (SARC, SAPR VA) and receive medical and counseling treatment without triggering an official investigation. When you report a sexual assault to a Military Medical Treatment Facility, both the restricted and unrestricted reporting options are available to you. Victims’ information will not be provided to law enforcement or the command unless an exception applies. Exceptions to confidentiality include:
- When the victim authorizes the disclosure.
- If the disclosure is necessary to prevent or lessen an imminent threat (i.e. harm to self or others).
- For Disability or Medical Evaluation Boards.
- SARC/SAPR VA may exchange need to know information for the purpose of supervision or victim services.
- If ordered by military or civilian courts when ordered.
Service members and their dependents (18 years or older) are eligible to file a restricted report. Only a SARC or SAPR VA can accept a restricted report of sexual assault. When you report a sexual assault to a Military Medical Treatment Facility, both the restricted and unrestricted reporting options are available to you.
Dependents younger than 18 years of age and those who have been assaulted by their spouse are referred to the local Family Advocacy Program where available.
Those electing the unrestricted reporting option can receive a forensic medical exam, medical care, counseling, a law enforcement investigation, and the command is notified of the report. Any of the following personnel can accept an unrestricted report of sexual assault: SARC, SAPR VA, chain of command, law enforcement or legal personnel. Once your commander is aware of the incident, they will take steps to separate you from the offender, and if appropriate, issue a Military Protective Order.
- Right to be treated with fairness and respect for dignity and privacy.
- Right to be reasonably protected from the accused offender.
- Right to be notified of court proceedings.
- Right to be present at all court proceedings related to the offense.
- Right to confer with an attorney for government of the case.
- Right to be informed about the conviction, sentencing, imprisonment, and release of the offender.
